The first woman, aged 46, was found seriously injured at a house in Mapleton Crescent in Redcar, Teesside, at about 20:45 GMT on Wednesday.
At 20:52 GMT, just seven minutes later, officers received reports a second woman, 30, was being attacked in nearby Byland Close, Cleveland Police said.
A 34-year-old man has been arrested on suspicion of two counts of murder.
Both scenes, which are less than a mile apart, have been cordoned off and officers remain in the area.
One resident of Mapleton Crescent said that the first victim was elderly and had lived in the bungalow for about a year. According to neighbours, the second victim was a woman in her 20s, had three children, and had lived in the area for 10 years.
